The United Arab Emirates is a federation of seven emirates, each with its own ruler, its own executive council and its own character within the union. Abu Dhabi is the largest by area and the federal capital; Dubai is the most populous and the principal commercial centre; Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah complete the seven. The union was proclaimed on 2 December 1971 by six of the seven emirates, with Ras Al Khaimah joining on 10 February 1972. Under the constitution the seven rulers form the Federal Supreme Council, the highest authority of the state, which elects the President and Vice-President from among its members; decisions on substantive matters require the agreement of at least five members including Abu Dhabi and Dubai. Powers assigned to the federation include foreign affairs, defence, security, education, health, currency and federal legislation, while each emirate keeps its own government and wide discretion over local affairs. The constitution was initially provisional and was made permanent in 1996.
